More consistent things to do downtown

Currently besides first Friday, there's not really that much happening downtown. We should find the least active streets and close it down to cars for people to walk, play music, sell trinkets, do mini events, or just play. We have lots of housing built in downtown but not a lot of reason to live there.

You could set up a rotation 1 day for 1 street, so it's not just 1 person closed down and it would definitely make it more attractive as a hangout spot in the evening.
