A participatory process is a sequence of participatory activities (e.g. first filling out a survey, then making proposals, discussing them in face-to-face or virtual meetings, and finally prioritizing them) with the aim of defining and making a decision on a specific topic.
Examples of participatory processes are: a process of electing committee members (where candidatures are first presented, then debated and finally a candidacy is chosen), participatory budgets (where proposals are made, valued economically and voted on with the money available), a strategic planning process, the collaborative drafting of a regulation or norm, the design of an urban space or the production of a public policy plan.

You have the power to shape how public money is spent in Tulsa. This process takes community ideas from first spark to funded reality and you're part of every step.
Phase 1: Ideation What does Tulsa need?
We start by listening. Share what matters to you. Think about the problems you see, improvements you want, dreams for your neighborhood. Don't worry about polishing your proposal, just get it out there! We gather ideas through online submissions, community assemblies, and conversations across the city. Everything is on the table.
Phase 2: Proposals Turn ideas into projects.
The best ideas become formal proposals. Add details: What exactly would this project do? Where? Who benefits? How much might it cost? Community members can comment, refine, and collaborate and proposals get stronger through discussion. We will ask City staff to review each one for feasibility and provide cost estimates. Proposals that meet the guidelines move forward to the ballot.
Phase 3: Voting You decide.
This is democracy in action. Review the final proposals and vote for the projects you want funded. You can participate online, at community voting events, or by paper ballot. Every eligible resident of Tulsa gets a voice. When voting closes, the projects with the most support win.
Phase 4: Present to the City From vote to reality.
We present the winning projects to the City of Tulsa for funding and implementation. You'll be able to track progress as projects move from approval to completion. This isn't where your involvement ends—it's where you see the impact of your participation. And then we do it again.
